The many people who drive while talking on cell phones are a bigger problem than those who drive under the influence. Similar penalties should exist for both things. Otherwise, the result is hypocrisy.

you only need to exit your vehicle, which is considered your property, unless you are under arrest. an officer has to even tell you FIRST why he’s stopping you.
